github_packages: call ln with force

`FileUtils.cp` overwrites its destination when the destination already
exists, while `FileUtils.ln` throws `EEXIST`. To restore the old
behaviour, let's set `force: true`.

This fixes recent CI failures in Homebrew/core.[^1]
