Improve/fix HOMEBREW_FORBIDDEN_LICENSES handling

Browse Source 
`HOMEBREW_FORBIDDEN_LICENSES` now actually checks for valid SPDX license
identifiers rather than requiring the user to guess.

When an identifier is invalid, it will be ignore and warned about
instead.
