Misty De Meo 1e17a8fb0b Add UnsafeSubversionDownloadStrategy 
There was an UnsafeSubversionDownloadStrategy in a single formula
before, but a) it broke against later changes to
SubversionDownloadStrategy, and b) wasn't available to other formula.
