Add brew update-if-needed
This uses the logic in `brew.sh` for deciding whether or not to run
`brew update --auto-update` and makes it a dedicated command that can
be used instead of `brew update` in scripts to be really fast in the
no-op case.

`brew update` will always do at least some updating which is a nicer
default but is much slower.

Homebrew Docs

These are the source files for the Homebrew documentation site.

A GitHub Action is run to validate each change before the site is deployed to GitHub Pages.

Usage

Open https://docs.brew.sh in your web browser.

To instead generate the site locally, available on localhost:4000, run:

cd `brew --repository`/docs
bundle install
bundle exec jekyll serve --watch
