utils/ruby.sh: setup-ruby: handle 'vendor-install' cmd early
Exit from the 'setup-ruby' function when user issued
`vendor-install` command.
We do so instead of wrapping everything in

```sh
if [[ "$HOMEBREW_COMMAND" != "vendor-install" ]]
```

`git diff` when whitespaces are ignored:
